Energy subsidies: The City Council is divided on NOAH process
Different City Council members seem to want to move at different speeds in the matter of energy efficiency funding in 'naturally occurring affordable housing '(NOAH). The council has earmarked $450,000 from Middleton's share of federal American Rescue Plan Act (ARPA) funds to be spent on energy upgrades over three years in existing, older apartment buildings with comparatively affordable rents. The goal - to reduce utility costs for the tenants and the carbon footprints for the buildings - in itself is not controversial among council members, but the process is.
