Sidewalk funding: Missed opportunities
In spite of its professed 'complete streets' policy, the Middleton City Council still does not consider sidewalks as part of the transportation infrastructure, but as a private indulgence for idle pedestrians who have the leisure to not drive, and a luxury forced on property owners who therefore have to pay for that luxury themselves, construction and maintenance. Streets and trails, by contrast, are funded through general taxation by the community for the community.
