Comprehensive Plan: Living document or mutating collection of loopholes?
After a long debate, the Middleton Common Council, on April 3, rejected an ordinance to amend the City's Comprehensive Plan and change the Future Land Use (FLU) map designation from 'established neighborhood' to 'downtown mixed use' for a property at 7617 Terrace Avenue (the 'Marriner site' in the photo) in downtown Middleton.
