Two thoughts come to mind (photo taken on April 10 at the Stone Horse Green in downtown Middleton; under the water and trash, the barrel contains sand against ice): 1. Some people are nothing but a waste of space (I mean, the trash and recycling containers are right there), and 2. Why doesn't the barrel get removed or cleaned up? (It has been there like this for weeks, and the containers next to it get emptied regularly.) The specially designed trash and recycling containers around the plaza, by the way, cost $10,000.
